Information Technology
Under general direction, develop and enforce enterprise information
security policies and standards across The District, IT and OT.
Work involves coordinating and/or planning, implementing, and
monitoring security measures for the protection of the district's
information assets from unauthorized use, modification, or
destruction. Work also includes the administration of security
tools as well as to perform daily security operations.

Essential Functions:
The District requires a comprehensive approach to information
security operations to protect the entire system architecture. As
such, the expert should develop and review security policies,
plans, baselines, guidelines, and standards, across all enterprise
systems architecture, and enforce compliance based on industry
standards and best practices. The expert should also identify risk
appetite and tolerance defined by senior leadership and key
stakeholders to ensure alignment with business objectives.
Additionally, the expert needs to perform security assessments of
new technologies, applications, and processes rolled out at the
District, assist in technology acquisitions, research, evaluate and
recommend information security related hardware and software,
administer and ensure security tools are functioning correctly, and
maintain up-to-date knowledge of industry trends and emerging
technologies and threats. Finally, the expert should mentor junior
team members on all aspects of information security operations,
perform assessments of third-party service providers to identify
potential security and privacy risks, and participate in Incident
Response Planning and tabletop exercises related to current and
evolving threats, as well as participate in regular and ongoing
Security Awareness Training for District employees.
Additional Responsibilities:
Coordinate technical project assignment and perform related work as
required or as delegated by supervisor..
Qualifications
Information Technology
Training and Experience:
Bachelor's degree in Information Technology, Business
Administration, or equivalent mix of education, certifications, and
experience AND four years of experience with progressively
increasing knowledge and practical application of technical
principles, theories, and concepts related to cyber security
controls and standards. Professional IT security certifications,
such as CRISC, ISA/IEC 62443, and other security-related
certifications, are preferred.
Desirable Knowledge and Skills:
Extensive knowledge of IT risks and security controls and
principles, and industry best practices such as NIST. Considerable
knowledge of administering security technology solutions such as
vulnerability management, anti-virus management, email and web
filtering services, certificate management, and with security
information and event management (SEIM) tools. Ability to assess
security incidents or risks, gather needed information, and find
appropriate solutions. Advanced computer, network and system
knowledge and skills with thorough understanding of security
controls. Ability to establish and maintain effective working
relationships with others and the demonstrated ability to work in a
team environment.
SPECIAL REQUIREMENT:
Must possess a valid driver's license issued by the state in which
the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this
position has been designated as safety sensitive and candidate must
pass a Non-D.O.T. Drug Test
for this position. Employees occupying this position are not
subject to Federal (D.O.T.) Drug and Alcohol Testing
Regulations.
Employees of MSD must have a meets expectations.
