Summary

This position is located in the Enterprise Command Center (ECC), Enterprise Command Operations (ECO), IT Service Operations (SO), Information Technology Operations and Service (ITOPS), Office of Information and Technology (OIT) serving as an IT Specialist responsible for the full range of duties within their assigned roles in the ECC to provide Event Management services for addressing IT operational events in order to maintain the interoperability of production systems and services.

Work Schedule: M-F, 0730-1600 other schedule need supervisor approved

Physical Requirements: The work is sedentary, but may involve intermediate periods of walking,

bending, stooping, lifting, carrying, moving (up to 50 pounds) computer components and supplies, reaching, pulling, and working at a keyboard and monitor.

Major Duties:

  • Demonstrates detailed background and knowledge implementing complex monitoring systems to include but not limited to systems/network monitoring applications, Web Services both Intra/Internet, Portal, and other non VA VISTA applications that support the Mission and requirements of the VA's and its end users
  • Effectively uses oral and written communication methods and techniques to accomplish continuing coordination with IT program managers, IT Area Manager, IT Infrastructure Operations staff, etc
  • Assists in implementing new technologies at the direction of the division chief to enhance health systems operation in support of critical
  • Troubleshoot system hardware and software, diagnose and resolve customer reported system incidents, problems, and events.
  • Make recommendations based on trend analysis for enhancements to software and hardware solutions to enhance customer experience.
  • Monitor, report client-level computer system performance and develop a trend analysis and impact report.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/11/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes effectively conveying complex IT information to a wide variety of support teams, key stakeholders and executives, and demonstrated use of IT Infrastructure Library (ITIL) Continuous Service Improvement principles, contributing to improvement of organizational policies and guidance and operational processes.

Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
