Responsibilities

The Chief Health Informatics Officer is aligned under the Chief of Staff's office at the VA St. Louis Health Care System in St. Louis, MO. The Chief Health Informatics Officer is responsible for the effective informatics management and operation of all clinical programs and services as directed by the Chief of Staff. The incumbent ensures that knowledge of informatics is infused throughout the facility, and that clinical information issues affecting the delivery of care are clearly articulated and raised appropriately for action by the various managers and committees. The incumbent must possess both the requisite information technology (IT) expertise and a strong clinical and administrative background.

The Chief Health Informatics Officer has primary responsibility for fostering and sustaining staff acceptance of Systems Modernization including but not limited to the Cerner Implementation Project and effective adoption and use of associated clinical applications which support health care delivery for patients and by care giver teams. A core competency of IT/Informatics consultancy at the point of care delivery will maintain and optimize the Veterans Health Administration's (VHA) ability to deliver superb health care.

This position establishes a formal informatics leadership presence at the facility level. This formal presence ensures that knowledge of informatics is infused throughout the VA St. Louis Health Care System, and that health information issues affecting the delivery of care are clearly articulated and raised appropriately for action. The focus of this position is to optimize effectiveness of patient care delivery and systems management in support of the VHA mission and goals.

The aim of clinical informatics is to improve health care delivery processes and outcomes through effective use of information and knowledge. The clinician assigned as Chief Health Informatics Officer (CHIO) will use knowledge of patient care combined with the understanding of informatics concepts to achieve the following: assess information and knowledge needs of the health care professionals and patients; characterize, evaluate and refine clinical processes; develop, implement and refine clinical decision support systems; and participate in the procurement, customization, implementation, management, evaluation and continuous improvement of clinical information systems. At a minimum, the incumbent will perform the following eight core informatics functions: application support, business architecture management, enterprise data management, content management, system optimization, change management, requirements management, and partnership management.

Qualifications

The incumbent must qualify for appointment to the Medical and Dental Staff of VASTLHCS in their area of training, and is expected to practice medicine at VASTLHCS in the appropriate Service. It is expected that they will qualify for an academic appointment with an affiliated university.

Key qualifications for the successful candidate include board certification or board eligibility by a member board of the American Board of Medical Specialties, and substantial clinical and administrative experience in a tertiary care medical setting. Prior clinical and administrative experience with the VA is desirable. The successful candidate must also demonstrate excellent leadership and communication skills, an ability to work collaboratively with all of the medical center's customers and stakeholders, an ability to build and work effectively within teams, and a solid commitment to increasing the VA's ability to improve the health of our nation's Veterans.

The CHIO must demonstrate a mastery of: Medical knowledge by being a clinician independently licensed in a State, Territory or the District of Columbia; The health care environment, including how business processes influence health care delivery and the flow of data among the major domains of the health care system; How information systems and processes enhance or compromise the decision making and actions of health care team members; Re-engineering health care processes; Fundamental information system concepts, including the life cycle of information systems, the constantly evolving capabilities of information technology and health care, and the technical and non-technical issues surrounding system implementation; How clinical information systems impact users and patients, how to support users and how to promote clinical adoption of systems; Leading organizational change, fostering collaboration, communicating effectively and managing large scale projects related to clinical information systems.

In addition, the incumbent will possess excellent interpersonal skills and must be able to present data with effective communication and presentation skills. He/she must have the ability to develop flexible, transferable models for pathways of care, must be a systems thinker with strong organizational skills and experience in matrix management. He/she will have a strong collaborative management style with creative thinking and high energy and enthusiasm.

OTHER DUTIES APPROPRIATE TO THE FACILITY/INDIVIDUAL POSITION

Facility leadership of projects/teams/committees. May perform other functions as appropriate to the kind and level of facility in which the position exists. Expected to maintain at least 10% time dedicated to direct patient care.

SUPERVISORY CONTROLS:

The Chief Health Informatics Officer is under the supervision of the VA St. Louis Health Care System Chief of Staff.

Education

Maintain high end working knowledge of the electronic health record and the ability to understand a wide range of clinical needs.

Coordinate institutional compliance with external accrediting organizations.

Ensure employee education/awareness to optimize computer use, initially and on an ongoing basis as it relates to Informatics.

Remain current in clinical practice and actively participate in clinical, teaching, and academic activities of the facility, to the extent desired and appropriate for that facility.

Responsible for the education, training, and assists with center-wide instruction on the electronic health record related Commercial of the Shelf (COTS) products and electronic system data validation for clinical services.
