Department Name/Job Location This position is in the Institute for Informatics. The position is located at 4444 Forest Park Avenue. This position is for the Medical School Campus. Essential Functions POSITION SUMMARY: This IT Project Manager (PM) II is responsible for the coordination and completion of both technical and non-technical projects spanning the Office of the Chief Research Information Officer (OCRIO), Informatics Core Services (ICS), and the Office of the Office of Health Information and Data Science (OHIDS) at the Washington University School of Medicine. The ideal candidate will serve as a steward of resources, technology, and operational workflows needed to support and enable the delivery of precision medicine and population health, as well as the conduct of innovative research. The position works closely with senior faculty and staff, and will be responsible for a wide-range of strategic projects that involve high-profile stakeholders from throughout the university, as well as partners at BJC Healthcare. The PM is involved in all facets of program and project management for large-scale, complex projects involving the use of biomedical and health informatics and data science-based approaches and technologies. Responsibilities include but are not limited to: project design and initiation, resource allocation, stakeholder engagement, marketing and communications, time and budget estimation, setting timelines and documenting milestones, project tracking, meeting facilitation, and issue resolution. Must have outstanding written and spoken communication skills and function as both a subject matter expert (SME) and workflow manager. As noted above, this role works across the university and healthcare delivery system, and involves regular interaction with leaders and staff at all levels of the institution to build consensus, identify risks, and achieve project objectives. This role will cultivate and manage partnerships and projects spanning the university and healthcare delivery system, which will require the ability to:

  • Clearly communicate the purpose, scope, participants and their roles, as well as expectations of each project.
  • Ensure organizational alignment on key programs/projects, and drive planning and execution to successfully deliver on OHIDS objectives.
  • Partner with OHIDS marketing manager as well as Public Affairs/Medical Public Affairs to ensure messaging related to projects is consistent with the mission of each initiative while establishing and meeting appropriate deadlines.
  • Work in conjunction with business and finance office, university legal counsel, and senior faculty and staff, in order to establish best practices for contracts, statements of work and other agreements.
  • Track and update projects for reviews and assessment by OHIDS leadership in one centralized, accessible dashboard, and provide a weekly project updates as part of the OHIDS operations team.
  • Make risk assessment and provide updates to OHIDS senior faculty and staff to regarding ongoing project issues, mitigation strategies related to those issues, and opportunities. The PM should be familiar with the field of biomedical and health informatics and data science, and related concepts, best practices, and technologies. The PM relies on experience and judgment to plan and accomplish goals. The PM performs a variety of tasks and leads and directs the work of others as is appropriate, operating within a matrix management model. A high degree of creativity, maturity, and emotional intelligence and the ability to serve as a member of a larger cross-functional team with multiple, competing priorities, are essential to success in this role. The employee reports to the Director of Research IT. One or more additional project managers will report to the employee.-- PRIMARY DUTIES AND RESPONSIBILITIES:
    • Serve as the project lead for time-bound and complex precision medicine and population health focused projects, involving the use of information technology, software solutions, and workflow optimization and/or tracking and evaluation efforts. Establish priorities on a range of concurrent projects and determine benefits and risks associated with project implementations and deadlines.
    • Design and manage multiple project dashboards, project plans, and work breakdown structures (WBS), including information such as project objectives, technologies, information specifications, schedules, staffing, and communication plans.
    • Manage project execution to ensure adherence to resource commitments for OHIDS-led projects, schedule, and scope, working in close partnership with Director, Business Operations on estimating costs and time, and project accounting.
    • Manage the gathering, analysis, and summary of diverse stakeholder requirements, and synthesizes such information into project and technical planning artifacts.
    • Confer with project personnel to identify and resolve problems; work with university procurement and legal resources on contracting and statements.
    • Identify, review, or select vendors or consultants to meet project needs, acting as a liaison with internal customers and external vendors. Assess current or future customer needs and priorities through communicating directly with customers, conducting surveys, or other methods.
    • Implement software and other tools to improve efficiency in project management. Required Qualifications
      • Graduation from a college or university plus four--years of experience in a related field.--
      • Additional project management experience in the field of work may be substituted for the required education. Preferred Qualifications
        • Project Management Professional (PMP) certification.
        • Strong analytical and project management skills.
        • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
        • Technical expertise to assist in decision making and analysis.
        • Some experience in health care, research, or higher education.
        • Ability to apply experience and judgment to plan and accomplish goals.
        • Ability to manage larger and more complex projects within the institution.
        • Capable of preparing reports for upper management to assess status of project.
        • Knowledgeable of project processes, such as creating charter and business requirements to compiling project metrics.
        • Agile project management experience and/or certification.
        • Experience using Microsoft DevOps and/or Atlassian Jira.
        • Possess a curiosity about the work of OHIDS and an aptitude for patience, professionalism, tactfulness, and empathy.
        • Ability to assess the specific needs of the customer and be able to communicate these to project team.
        • Ability to work with senior-level stakeholders and negotiate the political landscape that may exist across the University and BJC Healthcare.
        • Possess the ability to clearly communicate formally and informally with clients and team members in a clear, concise, and professional manner, both verbally and in writing. Salary Range The hiring range for this position is $78,874 - $104,499 annually.
